As the title says, even after completing all of the requisite puzzles - it is impossible to actually progress thi quest due to the fact you can't really interact with the slots, even if you have all the requisite items.Similarly if you need a 20, +3 gets you it 4/20 = 20% of the time, while advantage gets it 1/20 + 1/20 - 1/400 = 9.75%. So in those two cases +3 is "better". But if you need an 11, +3 gets it 13/20 = 65% while advantage gets it 1/2 + 1/2 - 1/4 = 75% or the equivalent to +5 in that case. Basically advantage is "worth more" the closer to 50% ...
